Reports To: Director of Human Resources
Under the direction of the Director of Human Resources, the position assists in providing direction and
accountability in the execution of human resources and payroll activities for Otero College and Child
Development Services (CDS). This includes duties related to payroll entry and processing, recruitment
and selection, employee relations, data management, adherence to state and federal laws, state board
and Colorado Community College System policies and procedures.
DUTIES AND RESPONSIBILITIES:
1. Accurately enters all appropriate information for biweekly and monthly employees and
reviews forms for completeness while maintaining confidentiality. Entry includes initial
employee setup in Banner, all aspects of payroll process, benefits set up and changes.
2. Monitors and directs the payroll processing for biweekly and monthly employees.
3. Assists with administering and managing the various benefit programs and plans for nonclassified and classified staff. Interprets and implements benefit policies and procedures.
Counsels and advises employees on benefit program options. Assists with the development
of open enrollment benefit presentations. Resolves benefit issues and problems by
intervening with various benefit carriers. Serves as the liaison/resource between employees
and insurance carriers.
4. Works with the Human Resources Special at CDS to ensure compliance, best practices, and
accurate payroll processes.
5. Coordinates the Faculty Load and Compensation (FLAC) processes by gathering, analyzing,
and inputting data into Banner. Run FLAC HR process and communicate with appropriate
individuals in regard to the data.
6. Monitors and reviews leave requests for appropriate use per policy and procedure. Reviews
electronic and paper timesheets for accuracy and communicates with employees and
supervisors regarding timesheet questions and issues. Tracks related information for
reporting.
7. Administers worker’s compensation, COBRA, FMLA and short and long term disability
programs. Assists the director with interpreting and advising staff on worker’s compensation,
COBRA, FMLA and short and long-term disability programs.
8. Assists with data management by responding to audit and survey requests, workforce and
applicant information gathering and analysis, employment verification, and other ad hoc
assignments by researching and compiling various data. Participates in Banner projects and
assists the Director in gathering and analyzing Banner data. Completes the IPEDS report and
US Census Bureau annually.
9. Ensures and monitors compliance for Commercial Driver License Holders in alliance with
Federal Department of Transportation regulations i.e. clearing house, random drug screening,
and pre-employment drug screening.
10. Assists with the hiring process of non-classified and classified staff, including assisting with
developing a hiring packet, reviews job announcements, advertising, monitors screening
process, and background checks.
11. Assists Director with employee relations to ensure that fair employment practices are
conducted in accordance with Otero College, CDS, and Colorado Community College System
policies and interpretation on progressive discipline, grievance, and dispute resolution
procedures, terminations, performance management, supervisor/employee relations, salary
discrepancies, etc. Assists with investigations concerning harassment, disabilities
discrimination, and other types of employee related complaints.
12. Plan and implement professional development for employees and other duties and projects
as assigned.
13. Maintains all personnel files for all employees, including leave records.
14. Accepts other duties as assigned by the Director of Human Resources.

MINIMUM QUALIFICATIONS:
• Bachelor’s Degree or a combination of education and experience
PREFERRED QUALIFICATIONS:
• 3 years of related administrative experience
• Experience with and knowledge of payroll and human resources rules, policies, regulations, and
practices.
• Experience with automated business support systems such as Banner.
• Experience with data gathering and analysis
• Ability to work cooperatively and effectively with diverse student populations with special emphasis
on first-generation, low-income, and students of color
• Educational philosophy in alignment with that of a small, rural comprehensive Community College
and enthusiasm for this type of environment and the aspirations of its people
SALARY:
$42,500 - $47,000 with an excellent and highly competitive benefits package including PERA retirement,
health, vision, dental and life insurance. Paid annual and sick leave. Benefit Information
12-month academic year position
