This position will work a hybrid schedule which includes a combination of working both onsite in La Jolla, CA and remote.

DESCRIPTION

Under supervision, the incumbent will work as the Associate Business Officer to support the Administrative Vice Chair (AVC) with coordination, development, implementation, management, and monitoring of departmental finance, human resources, and business administration functions in the areas of teaching, research, and clinical activities within the Department of Psychiatry. The Associate Business Officer assists the Administrative Vice Chair in managing risk and maintaining fiscal stewardship for an annual budget of over $80 million in revenue and expense.

This is a key senior staff member to the Department Chair and the Department's Administrative Vice Chair (AVC). Incumbent will oversee all departmental operating budget processes, assignment of expenditures, long-range financial record keeping and planning. Independently oversees and supervises preparation of annual funds budget. Provides expertise in business and finance. Oversee professional funds flow and all revenue allocations for the Department. Incumbent independently oversees the administration of the Departments' staff salary administration, faculty compensation and incentive plans. Will provide financial consultation, perform analytical studies at the highest levels and oversee the preparation of financial expenditure reports. This position will provide strategic planning, developing and implementing policies, procedures, and systems; making recommendations to Department Chair, Department Administrative Vice Chair, and the management teams. Collaborates with Department Chair, Administrative Vice Chair, Division/Unit Heads and designated faculty in the development of clinical units and programs. Will use discretionary authority to solve managerial and programmatic concerns; utilize a high degree of independence, ingenuity and analytical skills to resolve complex problems. Represents the Department and the Department Chair and the AVC on key campus committees related to the management of School of Medicine (SOM)- wide resources and processes and oversight of the control environment. In the absence of the Chair and AVC, has delegated authority to act on resource-related matters under the Department's span of control.

The incumbent is responsible for short and long-range resource planning for Psychiatry and is responsible for developing resource plans for new academic and staff initiatives. The incumbent manages the financial performance and accountability and control environment of operating units in Psychiatry including Academic, Research, and Clinical Divisions, Joint Doctoral Programs with other Universities, Administrative Support Groups, and Self-Supporting Activities. Establishes internal controls to assess and manage risk in areas such as budget and finance and research program support. Spends the majority of time achieving organizational objectives through the coordinated achievements of subordinate staff. Performs other complex assignments and special projects. The scope and complexity of this position presents the highest risk with the least support. Accountability for errors and problem resolution is required. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets. Provides tactical and strategic advice and guidance to the Department Chair, AVC, the Department's senior leadership team, academics, and staff regarding budget, finance, and debt management. Develops creative approaches to increase and enhance the resources and infrastructure necessary to sustain Psychiatry's mission. This position provides opportunities for staff education and career development. Provides training and development to long-term staff who need to update and/or enhance their skills.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budget / organization resources. Manages the activities of the financial / resource analyst staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

MINIMUM QUALIFICATIONS
  • Thirteen years of related experience, education/training, OR an advanced degree in related area plus seven years of related experience/training.

  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping. Demonstrated ability to develop reports, graphs and charts to explain financial issues to a broad audience. Advanced experience on how to interpret, compose and develop procedural documents and present to faculty and subordinates.

  • Ability to effectively communicate verbally and in writing. Demonstrated ability to exercise advance level of independent judgment and decision making utilizing strong analytical skills and written and oral communication skills using tact, diplomacy, and strategic negotiation skills.

  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Demonstrated ability to represent department leadership values centered on the cultivation of productive partnerships and impactful team leadership.   • Knowledge and understanding of internal control practices and their impact on protecting University resources. Advanced ability to analyze situations, identify issues, implement action plans and make independent decisions in order to meet the varying service needs of the faculty and staff. Demonstrated experience using the principles of fund management to monitor the fiscal conduct of extramural and intramural funds in an academic department. Demonstrated experience in auditing financial data, statistical reports and developing and implementing solutions.

Demonstrated experience in auditing financial data, statistical reports and developing and implementing solutions. Initiate new programs to enhance the management of funds while ensuring compliance.

  • Demonstrated skill in software applications, such as MS Office Suite (WORD, Excel, Access, PowerPoint, Outlook, etc.). Demonstrated experience working with computer applications and technologies including web-based technology and ability to navigate through the systems for a variety of uses including accounting, financial reporting, database management, and communication systems. Demonstrated knowledge of SQL, VBA for creating and maintaining relational databases and high-level system analysis skills.

  • Demonstrated knowledge and ability to oversee and develop management information systems for a rapidly changing computerized environment.

  • Demonstrated experience in business/financial management and new program development.

  • Strong analytic ability to resolve extremely complex short- and long- term problems requiring the application of clinical and management principles.

  • Demonstrated skill and experience to design financial management tools to administer complex awards.

  • Strong knowledge of academic and staff personnel management concepts and policies. Strong knowledge and/or experience managing in a union environment. Advanced experience managing in a diverse workforce environment.

PREFERRED QUALIFAICATIONS
  • Professional certification.

  • Knowledge of University Prior Information systems (IFIS, PPS, Financial Link) as well as experience with standard financial management and database reporting tools. Experience and/or knowledge of Oracle, Kuali, and University new ESR implementation.

  • Knowledge of UCSD policies and procedures. Current UCSD employee preferred.

  • Demonstrated experience in reviewing and composing contracts for retention, memorandums of understanding, and recruitment packages.

  • Demonstrated experience industry partnerships, affiliate relationships with prominent research institutes, and potential conflict of interest/conflict of commitment and reporting.

Pay Transparency Act

Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $50.24 - $95.26

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
